The Union said delays in the justice delivery system are mainly due to systemic and administrative shortcomings, including infrastructure and procedural issues, rather than the conduct of advocates. AILU urged that the legal fraternity not be blamed for judicial pendency and called for addressing the root causes of delays in the system.
