Advocate Simran Kanekar, appearing for the petitioners, claimed the alleged irregularities caused an approximate loss of ₹1,350 crore to the state exchequer. The petition also alleges that children of Goan freedom fighters working in the PWD were denied promotions at the official’s behest.
